The Land Transport Authority of Singapore (Amendment) Bill (“Bill”) was passed in Parliament today. The Bill introduced amendments to the Land Transport Authority of Singapore Act to empower the Land Transport Authority (LTA) with new statutory functions relating to electric vehicles (EVs) and their charging infrastructure.
The amended Bill gives LTA the function of promoting and regulating the safe use of electric vehicles in Singapore. The Bill also charges LTA with the function of setting technical standards for EV charging systems, as well as undertaking or facilitating the development and maintenance of publicly-accessible EV charging points.
The Energy Market Authority will continue to collaborate with LTA by requiring licensed electrical workers to install fixed EV chargers that comply with LTA-set standards.
The current national EV charging standard, Technical Reference 25 (TR25), was established in 2010 to stipulate the technical safety requirements for EV charging systems. Together with industry players, stakeholders and academics, LTA is leading a comprehensive review of TR25, which is expected to be completed by the end of 2021. The revised TR25 will serve as a reference for future charging standards.
